Punjab Legal Services

Article 39-A of the constitution implies duty on the state to provide free and competent legal services to the weaker sections of the society with a view to ensure that opportunities for securing justice are not denied to any citizen by reason of economic or any other disability.

The Legal Services Authorities Act, 1987 came into force throughout the country w.e.f. 09.11.1995. Thereafter Punjab Government constituted Punjab Legal Service Authority which came into being on 04.10.1996. Honorable Chief Justice of Punjab & Harayana High Court is the Patron-in-chief while the Honorable Judge is Executive Chairman of this Authority. Judicial officer of the rank of District Judge is the Member Secretary of the Authority. At each district and sub-divisional level, District Legal Services Authority as well as Sub-divisional Legal Service Committee have been constituted. District and Sessions Judge is the Chairman of District Legal Services Authority whereas Additional Civil Judge (Senior Division) is the Chairman of Sub-Divisional Legal Services Committee.

a. Two Chairmen of the District Authorities;
b. Five eminent Social Workers (of which at least three shall be women) who are engaged in the upliftment of the weaker sections of the society including Scheduled Castes Women, Children and rural and urban labour; and
c. One member out of the following persons, by rotation in the order given below, namely:–
i. Head of the Law Department, Panjab University, Chandigarh;
ii. Head of the Law Department, Punjabi University, Patiala;
iii. Head of the Law Department, Guru Nanak Dev University, Amritsar.
